NATIONAL CONSULTANTS – UX DESIGNERS

Modernization of Government Services Project

The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.

 

The e-Governance Agency seeks to recruit two National Consultants to create a state-wide design system including a cohesive library of components, design principles, and usability heuristics. This system will serve as a foundation for updating the current ecosystem of digital products and enable efficient development of new solutions, ensuring a consistent, user-centric, and accessible experience across all government digital platforms.

 

The e-Governance Agency now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following qualification requirements:

 

Mandatory qualifications:

  • Experience (proven by at least 2 assignments) in UX strategy and design, including large-scale systems.
  • Strong expertise in UX/UI design for both mobile and web platforms.
  • Experience (proven by at least 2 assignments) in creating component libraries and scalable design systems.
  • Expertise in creating design principles, user research, and design thinking methodologies.
  • Familiarity with accessibility standards and inclusive design practices.
  • Experience collaborating with developers and other stakeholders in multidisciplinary teams.
  • Proficiency in Figma or equivalent design tools.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

A Consultant will be selected in accordance with the Individual Consultant (IC) method set out in the Consultant Guidelines.

Time Frame: This is a short-term assignment expected to be implemented during January-April 2025.
